Local Development in Latin America

Time and Place: T-Th 3:30-5, Sutton Hall, Rm. 2.114

Course objectives: To provide the student an introductory overview of the changing paradigms of development theory, policy, and practice in Latin America.

To familiarize the student with the changing profession of urban and regional planning in Latin America, its roles, concepts, and tools.

Main topics:

o Integrated regional development
o Decentralization and municipal development
o Participatory grassroots development
o Micro-enterprise development

Pre-requisites: None. Open to all graduate students.

Assessment of student performance:

(15%) One field assignment on regional development
and short write-up of findings (2 pages plus map or chart)

Either one or both of the following:

(15%) One short review essay on decentralization (3-5 pp)
(15%) One class presentation about a participatory method (you may choose to lead an experiential exercise or role play, if you wish)

(40-55%) Term paper: an analytical research paper of 10-15 pages due on last class day

(15%) Class participation: participation in discussions, role plays, and other in-class exercises
