Driven by the priorities of the Claiborne communities and in partnership with the NCNIA, Bienville grows by preserving rooted communities, responding to existing demand generators, establishing a civic gateway between the French Quarter and the Claiborne neighborhoods, and catalyzing new life underneath the highway. As an Enterprise Green Community and a beneﬁciary of the New Market Tax Credit program, the Bienville redevelopment combines sustainability in the built environment with economic development, the results of which converge into a truly vibrant and resilient community. The dilemma of this site is to balance neighborhood and cultural preservation with job creation and infrastructural improvements in response to gentriﬁcation pressures. Compounding the dilemma is the physical and psychological barrier imposed by the Interstate-10 overpass along Claiborne Avenue, once the grand boulevard of the Claiborne communities. In response as master developers we address the dilemma through several key moves.
